Yes,there's no articulation at all. She would not be able to move them.
The goal is to wiggle in order to try to move forward.
I saw some videos with this kind of prosthetics, but usually for children, and of course, way lower...

Finally, Loli got her casts revised.
Yes, I disobeyed a bit the poll about colors. I tried the purple/black vote, but I really didn't lke the result, so I went back to the orginal colors (which were close second on the poll).
Update : I included the black/purple version as attachment, so you can see.
