Yes, he is capable of hitting a high-ranking person to defend his values. BUT there are repercussions! Of course, he regularly benefits from plot armor because he's the MC. But that doesn't stop him from getting his ass kicked just as regularly. He's probably one of the MCs in shonen nekkestu who takes the most defeats. But hey, the main thing is to get back up, right? He's not afraid of his own death so that helps. Plus, yes Luffy asked the crew to flee for the first time. Simply because he realized that they were no match for the threat. He's not afraid of his OWN death. But that of his nakamas... You understand why everyone submits to the Tenryuubito now lmao

You said it could be something like the six powers of cp9 which was interesting to think about. The attacks of the 6 powers were Finger Pistol and Tempest Kick which were piercing and slicing attacks respectively, so pretty bad match-up for Luffy actually. Sentomaru used a shove or a punch type technique so you're right that it's something different, this time he wasn't damaged by a piercing or slicing attack.
