The more i think about it the more i think this chapter is partially about Dorothy being allowed to make mistakes. For people to stop putting her on a pedestal and expecting her to be perfect when she can make mistakes, and not only that but most importantly she's ALLOWED to make mistakes. She's held herself as the paragon of the group and it's moral center but she's finally seeing how far those wings can reach.
Dorothy is at the current moment about exactly where Joyce is/was for most of the story. She's a fish out of water out of her depth and still being faced with the idea that all of her beliefs and the ideology she used to subscribe to are wrong. It's the scowls, the feeling she doesn't belong here and knowing that in part their treatment is justified.
Luckily right by her side is someone who's been through all of that and knows her way around the block by this point. Someone who will always forgive her in the end and stay by her side.

Dorothy, what do you mean you don't have cop vibes? Girl, you wanted to be a PRESIDENT, that position literally is the BIGGEST COP IN THE COUNTRY.
