Tywin was actually being truthful when talking about Cersei to Arya. It wasn't a criticism as Cersei was very similar to Arya as a child and did want to be a type of warrior or at least hold the same power as a man. She had similar fascinations with the Targaryen conquest and very much hated the stereotypes placed on women back then. The only difference was that Cersei eventually repressed this and molded herself into being a lady. Perhaps this was due to Tywin's order. She would've resisted more like Arya had she had a father like Ned perhaps. But yeah, not a criticism and in fact a true comparison.

Tywin was criticising his daughter kind of when Arya said those girls that want to be ladies are dumb. He agreed with her and took a shot at Cercei. Here Cercei says she wanted to be treated like a boy. Was she not outspoken or something back then like Arya? Didn't rebel when she was being taught to be a lady?
