I don't find the Raulothim's argument an effective counter to the point that delaying an enemy spell a turn is not worth a 3rd level slot. No, people aren't taking it for the damage. They're not taking it for a 1 turn incapacitation either. The whole is greater than the sum of it's parts. They're taking it because you get BOTH, and even in the event of a failed save, you still get something out of it. Without any of those components, we wouldn't find it valuable at it's slot level. I really think you're giving these arguments short shrift/dismissing them without really giving them the care they deserve. Solution: "if the target of the Counterspell is a PC, the spell is wasted but they do not lose the spell slot." (can paraphrase that wording as needed). That would solve the feels-bad problem of PC's getting brutalized with losing slots; while simultaneously solving the feels-bad problem of a 3rd level spell slot merely delaying a spell by 1 turn (as opposed to denying it long-term, killing the enemy faster, or any other more meaningful effect).

One thing I don’t think you mentioned - JC said spells with an upcast option for more targets would increase. Jump is the first example. So using the current sorcerer list probably undervalues this version of twin spell. I’d go as far as to say that spells which work with twin spell will actually be properly thought about (ie designed). I don’t think this really happened in 2014.
