If we look at different racial features under the auspice of "...if the new form is physically capable of doing so", perhaps if heuristically we divided the the different racial traits as being physical(physiological), mental(psychological) and mystical(magical), granted mental and physical are indeed inter-sectional, but it seems 5e has disentangled them with respect to the wild shape feature.
A narrow reading of "...if the new form is physically capable of doing so", would say that a racial feature must be reconciled with the physical structures or processes of the new form, so the Tabaxi "Feline Agility" trait would suggest a connection to a feline form, so if a Tabaxi wild shaped into a panther or other cat than that trait would apply otherwise it wouldn't. The halfling Brave trait which say Halflings "...have advantage on saving throws against being frightened." Being frightened is a mental state so can't be reconciled with the wild shape form's physiology so would therefore not be usuable. How about the Triton's "Guardian of the Depths" which says "Adapted to the frigid ocean depths, you have resistance to cold damage" the use of the word "adapted" would indicate it's physiological so it wouldn't again be usable in the wild shape form. The Eladrin's Fey Step ability is definitely not reducible to a physical structure of the Eladrin's body. its mystical in nature so not usable in wild shape, this same prohibition against fey step would also prohibit Yuan-ti magic resistance or Tiefling "Hellish Resistance".
A boarder reading of "...if the new form is physically capable of doing so", would be "physically capable" means explicitly "not incapable". Which means that any racial traits that aren't physiological in nature would be allowed in wild shape, so Dwarven resistance as it mentions as extending from the Dwarven form would not be usable in wild shape, well Tiefling "Hellish Resistance" would be attributable to a mystical connection to Baator so would be usable in wild shape. So all of the examples from my previous paragraph would be usable in wild shape except the Triton and the Tabaxi(unless wild shaped into a type of cat),with this interpretation.

On the claw foot raptor saving throw question: The raptor would need to be proficient in CHA saving throws in order for you to access its bonus to the save. Because the raptor is not proficient, you would use the -1 CHA from your base form that carries over into wild shape. The bonus to the save would be the raptor’s proficiency bonus minus 1 (+1 in this example). That’s the way I read it, anyway. If the raptor were proficient, the bonus to the save would be 2.
