If he didn’t do that than the recording of the president doesn’t cause him to be removed from office, thus the chain of events leading to supes in power never happens. Sage claims it was all apart of her massive plan, but in reality she was taking a huge risk and was 10000% banking on the boys to take neuman out with the virus, so Hughies plan actually was the best course of action and would’ve totally screwed her.
