You guys may have missed when the hotel front desk guy said "Rebellions are built on hope" to Cassian, he was actually signaling to him that he was one of Luthen's and part of the core group - a phrase later "reprised" in Rogue One by Cassian and Jyn. Same with "I have friends everywhere" when Cassian says it to Mon's right hand guy

In regards to the mission from the end of the previous arc, it's implied that Luthen gave them that mission as a peace offering of sorts. They found out Gorst was going to be on planet and vulnerable from Lonni (the, "calibrate your enthusiasm," scene.) Having his methods expanded to an entire Imperial division would be bad news bears, so it's a win-win for Luthen since it also serves to help Bix get back on her feet.
