My take is lower level, average witches usually only have one unique power where as stronger, more talented witches like the Charmed ones have multiple. It’s actually a really genius way to not have everyone be so overpowered and keep things interesting episode to episode finding new ways to use their individual gifts.

For example, Prue's current active powers are telekinesis and astral projection her feats would be her channeling it in her hands instead of her eyes, last week slowing them bullets down and redirecting them to ol girl with the bob and that boost she got in the future. her astral projection is just a growth of her moving her mind from her body imagine what she can do later on teehee
