Patreon Changes: Public Polls

The $4 tier currently gives folks access to our polls, but after this change it will instead give an extra vote. The current $4 tier:
- Access to polls
- Play stable releases a week early
The new one, starting next week:
- Your vote counts for 2 on polls
- Play stable releases a week early
