The first sentence that Gen spoke to them was in English, then they continue with "English" but obviously in Japanese for us. They do that a lot in anime, the first sentence to show that there is a language switch.

They worked really hard to get to America, Senku is extremely ambitious (brutal), and Gen "ran away" to act as a spy. Senku knew what he was doing.

It's more of an anime thing then a Dr. Stone thing to have characters just speak Japanese even when they're speaking another language. They did the same thing in Vinland Saga when Thorkel is speaking to Floki and despite them both speaking Japanese, the guys next to them go "What language is that?" because they swapped from British to Norse if I remember right. In this case, they are speaking English. Gen is fluent, but is voice actor is probably not and they don't want to have to hire an English cast and then have Japanese people reading subtitles lol.

If someone who couldn't speak english was there, they'd probably go back to the Japanese guy speaking broken English thing again to clarify they aren't in on it.

It saves a lot of time and money if you just use Japanese voice actors and assume the audience understands they are speaking English but translating but to us in Japanese.
