I always kind of interpreted it as the author trying to intentionally misdirect the reader a little bit with this scene and specifically the way it was phrased. Making the reader THINK he knows about Jinwoo specifically when he actually just knows the general reality of the entire situation and the REAL THREATS that are coming. The anime translation doesn't do anything to tease the audience and just comes across as your typical edgy death threat.

In the comic he states it in a way that is more of a warning for his own good, implying that if he went after Jinwoo, not only would he die but he wouldn't even be able to rest in peace because he'd become a shadow in Jinwoo's army.

If they wouldve kept the same vibe going with moments of action broken up between moments of rest it would've been fine, but its extremely jarring in S2 and S3

They know what they signed up for and their audience expects: decent story with and action sequences amazing animation and choreography. They are speedrunning the exposition and less meaningful dialogue to keep up the pacing. The time they use on that dialogue could be better used progressing the story of adding extra detail in the animation during fights. With that being said I don't think that having way faster pacing in an adaptation is always a good thing.

And yeah that girl doing the test is new, in the manwha she also thinks something like "sigh always e ranks coming for reassessments" because everyone knows you never get stronger only E ranks are desperate enough to keep paying hoping for it.

So the association is stuck cleaning up the low profit D and E rank dungeons to avoid dungeon breaks, that's why they have less wealth.
