Kakyoin and Polnareff don't have DBZ reflexes. It's also a brand new enemy, they're probably slightly dumbfounded and in a little shock, hindering their movement for a moment or two. Even the most badass peeps can get frozen in place sometimes, even despite what they went through. Even though they have stands, they're still only human.
