That guy was able to remove the nen from the bomber and that’s who Chrollo and the Troupe members are looking for to remove Kirapika nen I think.

In the manga, there's explanation of how he steal the Nen (which I won't explain here), and if the Nen user dead, the ability he stole also will gone. That's why in YorkNew city Chrollo said to troupe members, don't attack the ambulance where Neon was inside.

Here are some points as to why I think people don't try that: 1. The people need to know it was Chrollo who stole from them. 2. The people will need to hire/convince someone else with Nen to steal from the Boss of the Phantom troupe. If someone else in the comments knows better than me, feel free to add on or correct me!
