The cards are powerful but they can only be used on this one island. There’s a major constraint. However the condition for releasing that condition, is that you have to beat the game. Which is an incredibly incredibly difficult condition to pass. The more difficult the condition the more powerful the nen.

But they can work together to create a nen technology that can do things way more powerfully then any of them could do individually. Which makes sense like if nen can enhance an individuals abilities why wouldn’t there be nen that could be used collectively.

Same with the tape the Ging left for Gon. Remember after listening to it, the Nen on the tape activated to have it technically destroyed. Nen can be applied with conditions to have the effect activated.

That's why the man who hire people to Greed Island want strong Nen user who could win the game or at least could get an item to get to outside, or willing to die in the game, rather than people who running around but doesn't clear the game.

Since the cards cant really directly harm people, I would assume that the condition to make those cards isnt very harsh (maybe except for some specific SS cards since they have some really good functions even if they cant do harm)
