It was mentioned in the episode, in a conversation between L and Watari (L's connection between him and the public, i.e. the man with the hat who is always dressed in black). FBI agents have been assigned to monitor the families of all the officers involved in the Kira case, on L's orders. Also, it would be very careless of L to show himself so quickly, especially in front of the suspects
