I say only because you appear more confused about it than you're meant to be and will only repeat what happened to help you connect the dots. 28 is the one who went into the room where the doctor guy was cutting up one of the contestants, he said '29 is not with me / didn't turn up' so one can assume his morse code coughing is due to that since the cop doesn't know the 29 he's replaced is involved for whatever this sneaky operation is and was expected to meet up to go there. Earlier in the episode someone deleted the footage of them taking the doctor aside, so its clearly sneaky whatever it is. The doctor cut out organs from the contestants body, put them in a little plastic bag with presumably preserving liquid inside, and they talked about making a 'shipment' or 'delivery'. I won't join the dots but should be possible to figure out what's going on. :)
