So avatars are capable of bending all the elements, but since Aang is a new incarnation and was trapped in the ice before he could receive training, he can only access those powerful bending abilities via the Avatar State (when he goes all glowy). The limitation is that he can't willingly enter the Avatar State, so it's only in moments of extreme emotion that he's been able to harness that power so far. Aang has the ability to bend all the elements, but he has to learn how to do that first!
