I don't think the referee was paid off or anything, but rather just afraid of Barksdale and maybe slightly incompetent. By the way, I subbed just for The Wire and so far it has been worth it, solid reactions. One of those shows where uncut reactions really pay for themselves, as pretty much every scene is gold. Also, always a good time for a rewatch.
