Sure, as lord and master of his very own sovereign state in the shop backroom, from which he openly discussed engaging with the broader human world to see about the ascension of his robot mastery. Fact of the matter is, the only thing keeping Zeke in that backroom was his own self-restraint, and we have no idea where the limits of that restraint were. In the prior timelines, Zeke was literally on the edge of going Skynet, which is why Ethan went back in time in the first place. There's no reason to think this Zeke incapable of a similar line of reasoning, and if he (or, I guess "they", since Tim has been using the genderless pronoun for Zeke thus far) should decide that that's the proper path, it's almost certainly too late to do anything about it. Scott also fails to realize that Zeke, believing that he no longer had an active bomb inside him, willingly stayed for quite a while.

Not to mention that even if Zeke was "Designed" to harm, he had to be blackmailed into doing his masters bidding which is the core reason he has hatred for humans. Even his 'master' does not know how Zeke attained consciousness. He was not "Programmed" to harm.
