Changes in Monthly Polls

This month things will remain the same.
But next month a couple of things will change.
1 - Those who are tier 5 or higher, will be entitled to 2 votes, which can not be for the same character.
2 - Winning characters will now be out for 2 months after winning, and cannot be suggested until that time has passed.
