I know it's a little bit late, but the comment on he should apologize to Minzy came from a comment he made previously. He was on a show which made him choose between 4 groups of YG that made less contribution (2NE1, Blackpink, Teddy, and another one). He said Big Bang, but since it wasn't an option he chose 2NE1. Later he was told to choose a 2ne1 member that was not needed in the group. He wanted to choose Dara first (she is the closer to him), but ultimately decided with Minzy. Some people were mad at him for his choice, since everyone knows that they had a huge impact, while others understood why he chose them. Between all the choices he had, he is closer with 2ne1 members, and they will understand his choice because of the situation that he was in. If he had chosen another group let's say Blackpink, he would have been destroyed by the fandom. So he chose the safest option, and someone he was closer with. He later apologize to the members and Minzy. Basically it was a trap that would make him look bad no matter what, and he fell for it.
