I have this headcanon that Raihan is into the pokemon leader thing more for fun while Leon started at that at one point but after becoming Champion, has been hiding how overwhelmed he is with the responsibility of it. Leon is shouldering the fear of letting people down.
Raihan, lovesick and concerned, knows he can't really do much as Leon has his heart set on being the best for everyone. So he watches on.
