Problem is, no matter how well deserved it may be, doing so tends to start an endless spiral of violence.

The best way to think of Roman veto is that any magistrate can nullify any official government action of any magistrate of equal or lesser rank with the Tribunes of the Plebs having the final absolute veto. One of my favorite uses of the veto was after Caesar term as consul ended, Bibulus, the co-consul, was about to give his farewell address after hiding in his home for most the term and obstructing Caesar's reforms through the year. Then, one of the Tribune of the Plebs, Clodius, vetoed Bibulus right to speak thus striping Bibulus of any dignity he had left.
