It usually just has to do with the idea that they either look good together or would probably get along really well personality-wise. For example there's a lot of fanart of Bokuto, Kuroo, and Oikawa together from haikyuu, even though Bokuto and Kuroo have never interacted with Oikawa in the manga itself, at least before the timeskip from what I'm aware. Hope that makes sense!
