The commission realizes they have a massive power gap between the heroes. Instead of just flooding the world with cannonfodder heroes they likely want heroes that will strive to be strong and never settle for just being as they. Essentially it's a quality over quantity method because as seen with AFO, none of the other heroes could really do much even as a group.

At first, I just thought he was funny, but I've grown to really appreciate him. That's the power of MHA I guess, some characters are just sort of there and it's fine, until they suddenly get a moment and that way you end up falling in love with the whole cast sooner or later, it's really cool.

2021-08-26 21:37:31 +0000 UTCSomething to consider with "crimes are being solved too fast" and "we need fewer, better heroes" is that Heroes DO get paid by the government. And it's a case of those who do the most work get paid the most. So if you're constantly flooding the streets with more Heroes when crimes are already being solved incredibly fast, then a lot of Heroes won't even be doing anything and won't be getting paid. And that may lead to things like sabotaging other Heroes to make sure you get to the crime first, or even maybe things like intentionally setting up crimes for you to publicly solve to get paid.

2021-08-26 12:17:28 +0000 UTCI agree, in the first episode we see literally four heroes instantly show up to stop / fight the giant guy. Mount Lady was able to take that guy out in a single kick though, so why would we need four. Its kinda set up more in the manga, but the MHA world is one where you can't walk down the street without passing a hero.

I think they're looking for the next symbol of peace. Though crime is high, it gets resolved quickly. They don't need any more, for lack of a better phrase, B-List heroes with no chance of beating dangerous villains like AFO. They're fostering an entire generation of All-Mights to counteract the villain's rise. And don't even get me started about how this is opens up the floodgates for the implications of a government agency indoctrinating children into fighting villains. That's basically the entire plot of AoT!

With the growth of the wealth gap and death of the middle class I feel like it's been a lot harder for people to ignore circumstance like the crash of the housing market etc that has hampered their own decision making. I want everyone to be in that position, I just feel like that's pretty difficult and the deck is stacked against us.
