I like Sean's idea a lot, but I have an idea why she got assigned the pool to add onto his. When an elf is paired with a hero that they are supposed to assist, they automatically end up in the nearest body of water to the hero, so that they are easily "found." No lakes for so many miles that the spell or whatever defaulted to the nearest "lake-esque" thing

The hero who took the sword got distracted by side quests, and she's waiting for him to finish the quest so she can start offering quests from a proper body of water.
