Vote for either Cathy or Evelyn, since this will get them up to level 7 to catch up with Emily. Do remember that patrons with higher tier has extra bonus voting power that won't be display here, so whatever result you see here doesn't properly reflect on the actual winner. One the poll is close I will do the calculation and let everyone know the actual result.
