In normal conditions, this should've allowed them to live peacefully, but the Asgard are engaged in a fight for their lives with the Replicators in their home galaxy, and they're dying because of genetic degradation. This means they'll be defenceless in the future when the Asgard die out or are otherwise engaged.
Also, the Asgard are not exactly in a position to help the Cimmerians.
Therefore, alternate options are available thanks to Elysium increasing their footprint in the galaxy.
