So the only Jutsu Orochimaru can do is those that don't require handsigns or just stuff this his freaky self can do without a jutsu.

SInce Tsunade is a close range fighter he wanted a more open area so if needs be he can put some distance between them. If its in a closed up space he can't run anywhere, its more difficult to dodge her attacks. But its actually a very good observation and can be confusing. I just said what I think he might mean.
