I would imagine it's similar to trying to riff something that's self-aware of it's purposeful badness. Catalina Caper at least had some stabs at drama and action. Sharknado was just... so... Sharknado. Plus, the contrast of humor with drop dead seriousness about something ridiculous works so well.

But I really appreciate that you don't try and upstage the material, and even in the sci/fi and horror films that you don't give away the end. Some of these movies had an interesting enough story that they are a fun ride, with the comedy of course (Parts - The Clonus Horror comes to mind)
