It's not SUPER clearly explained; it's just that Ollce (the type of alien he is) take some time to get control of their tentacles and Zeggy doesn't really get good control until he's a tad older. In this comic he's 18 and just barely starting to get the hang of it. But they uh, know Alkaline for reasons. *koff koff* Hope that helps explain it!
