But while talking to Neji he tells Boruto he kinda reminds him of Naruto and Upon realizing the solution to the problem, Boruto slaps his own face and says ouch exactly like Naruto does here when talking to Sasuke. Neji got a twinkle in his eye when he saw it, realizing something, but didn't bring it up.

Then there are people who mislead skip fillers by saying that the character development is weak when they haven't seen everything.

That's why many people were so saddened by his passing even if his screentime was low. Neji had build a legacy in OG Naruto but became a wasted character that wasn't served justice by the mangaka, similar to Shisui
