Yeah, unfortunately, you can kind of see how Danzo seems like the logical choice to Mifune. Gaara is too young and not up to date on his info, Raikage is too emotional and power-hungry, Mist still has a bad reputation from the previous regime, and Stone proudly admitted to hiring the Akatsuki in the past. Also, I'm not sure if you missed it, but Raikage did comment suspiciously about Danzo when discussing Orochimaru's invasion of the Leaf. It was kind of subtle but he alludes that it may have been someone else's scheme while looking at Danzo. And as you saw in the previous episode Black Ops from a minor nation tried to assassinate Danzo for genociding them in the past. So while he's relatively unknown, what is known about him isn't good.
