As for why Cass can't just be honest with Rapunzel, I think it's important to go back to the first episode where Cass asked Rapunzel not to tell Eugene her secret for fear she'd be sent off to a convent and she and Raps would never see each other again. Rapunzel betrayed that secret and disregarded Cass's feelings in a single day. Assuming Cass found out about that it makes her behavior in this episode make a little more sense.
