We already know through chi-blocking that there's a connection between your body and your ability to bend. Amon does seem to train chi blockers in his army, so he must've went off to study chi blocking and then figured out there's some kind of internal "switch" he can control with blood bending to block a person's chi permanently, without actually bending their spirit. Just my personal take.
