He’s not actually like this in real life. Matt and Trey were making a joke about global warming, which they didn’t believe was real at the time but they eventually changed their stance on it and apologized to Al Gore later on

The whole deal behind this episode (just in case you weren’t aware) is that before the confirmation of global warming existed, Al Gore was thought to be crazy, and Matt and Trey were also non-believers, so they made this episode to parody Al Gore just using it for attention. When later it was confirmed climate change was real, Matt and Trey chose to use ManBearPig as an actual character later in the show, and still used him as a representation of climate change. It’s an amazing bit.

ManBearPig is an allegory for global warming which al gore has always been a vocal activist with. Matt and trey have actually changed their views on it a bit, and have a second episode to this called "Nobody got cereal" Season 22 episode 7.
