[Patch] Fix Nvidia AV1 encoder quality issue (for v3.119.18-beta)

This issue only affects v3.119.18-beta, you don't need to install this patch if you aren't using this beta version.

Follow these steps to install the update package:
Extract and Copy Files:
Locate the downloaded .7z file.
Use a tool like 7-Zip or WinRAR to extract it.
Copy the extracted files.
Close Waifu2x:
Ensure the software is closed before updating.
Replace Existing Files:
Navigate to the original installation directory of Waifu2x.
Paste the copied files into this directory.
When prompted, confirm file replacement by clicking "Yes" or "Replace All."
