its says like that because, when you collected raspberry badge they're 3 badges is equal to 1 request. that is the amount of request you got and its 3. also 1/3 just indicates how many more badge you need to collect again for a new request.
2017-11-12 05:44:59 +0000 UTCI know I collected more than enough, but on your image it says 3/3 for me, while in the strawberry column two other patrons actually show they have more than enough with 5/3 and 7/5 so I was slightly confused.
