With Hinata "saying" this, it feels like a tie in to the AHIL Drawer picture where Hinata is drawing the comic herself. That picture makes the story 1 of 2 things either an actual affair she is documenting or, even hotter, her own fantasies of what she wants the Raikage to do to her. Kind of a cool set up. You could do another picture of her showing the comic to the Raikage.
