I think how it works is: the Attack Titans can see the future memories, so Grisha/Kruger are seeing Eren's memories when they see Mikasa and killing Reiss. So both of them did do those things already, but it is due to the influence of the future memories of Eren that they are seeing that causes those decisions.

The Attack Titans special power is it's ability to see the memories of future inheritors, at the future wielders discretion of course. Eren used Zeke to allow him to enter his fathers memories. When in his fathers memories, Eren showed Grisha the future memories of Eren exploring Grishas memories, therefor communicating with him, through them. It's really strange, as it poses questions like 'How can he use the power of the founder to allow himself to receive the founder', but as stated in the story, in the paths, there is no past or future, everything exists all at once at the same time. It's a lot to try and understand but after a while you kinda just accept it.

This is one of my favorite episodes of the series. One of the biggest mistakes I made while watching Attack on Titan while it was being released was not going back and clearing up things I didn't understand or wasn't sure about. I was so lost while watching this episode that not much registered. But when I re-watched this episode understanding everything that was going on.. it hit me so hard. I can't watch that scene with Grisha hugging Zeke and not cry. It was so heartbreaking. I can only imagine the guilt that was weighing on Grisha's heart when it came to Zeke and there was nothing he could do about it. It's not like he could go back to Marley, yunno? Some things I want to mention about the episode. 1. Grisha's voice actor - Hiroshi Tsuchida. He is so amazing when it comes to portraying scenes of emotion. Whatever those emotions may be. During the Zeke flashback story when he was yelling about Zeke doing poorly at becoming a Warrior and Zeke was listening outside the door. His words cut like daggers. And then this scene with him yelling out to Eren, confessing his mistakes to Zeke, and then telling him he loves him. Just amazing.. 2. Frieda, the Founding Titan at the time. The one Grisha stole the Founding Titan from. You can see the power of the king's will at play during their conversation. When Grisha starts to plead his case with her, at first she's listening and she's questioning things. But then she closes her eyes and when she opens them they are a different color. That's the King's will taking over. Then she starts talking about how all Eldians can't escape their sins and how they need to atone. And when Grisha couldn't kill them at first, she regained her will at that moment so when her family was yelling for her to kill Grisha, she hesitated AGAIN because she was in her own free will. To me it seems like she wasn't fully on board with the King's ideas but when his will takes over there's nothing she can do. I think they talked about that in the beginning of season 3 when Kenny witnessed her become the new Founding Titan. She had a will of her own before that but the second she took the Founding Titan's powers, all of that was lost. 3. Eren's anger. He was getting so angry because of the words that were coming out of Frieda's mouth. The bullshit that Eldians must atone for their sins even though they are ignorant of them because the King wiped their memories. That basically his friends and family must suffer because of what happened hundreds of years ago. Last thing about how Eren did all of this. My idea is that when he kissed Historia's hand, he saw all the memories of what would happen in the future but he wasn't able to influence anything since it was such a brief moment. In this situation, him a Zeke are in direct contact for quite some time. So Zeke, unknowningly, led Eren to this exact memory and Eren was able to influence Grisha to actually go through with taking the Founding Titan.

If you go back an watch the first episode, that scene where the dad is leaving and tells eren he will show him the basement when he gets back, you will notice the dad is looking at where adult eren was standing in this ep.

The moment Eren kisses a hand is when he kissed Historia's hand during the award ceremony at the end of season three. Because she is royal eren was able to see everything that happened in this episode and it's the biggest reason why he's changed so much as a character after that
