No, the two women are different. The Mera on the right is as you said Amber Heard but the other is the Smallville version. She is played by the sublime Elena Satine who also have roles in TV shows as Revenge, The Gifted and Magic City (nude scene). My commission was a sexual crossover between the two pairs. Why ? Because I find it hot ^^
