The weapons of mass destruction were given to him by the US in the 80s. That whole war was supposedly about whether he had destroyed all of them or kept some (not really what it was about). The term when these turn against the US is called "Blowback" and is a major issue for libertarians. There was the TOS episode where both the Federation and te Klingons were arming factions to maintain a "balance of power". That was directly about the US's cold war policy with the Kilngons beeing the soviets
