My take is that Picard took objection of the idea of being seen as a "God" like figure rather than religion itself. He did not want to create a false perception for the Mintakans to worship over which is completely understandable.

I think Picard was frustrated cuz his name was being used in ways that he couldn't control and also could harm the very society the federation swears to protect. Also I was happy to see my name at the end of the credits of supporters it's the little things that can make someone smile.

Funny thing about this episode is, if you think back to TOS, this is, in a way, a continuation of the ideas seen in episodes like "Who Mourns For Adonais." ... Great travelers coming to a planet and becoming that planet's myths. Here, Picard risks becoming just that.
