Osamu Kobayashi. He seems to be somewhat notorious for coming into a series, making a historically disliked episode for a franchise, and pulling a "looks like my work here is done". I don't want to be hard on a creative, but I can say I didn't like this episode or his Dororo episode. I dug into his ANN just now to give him a chance. At the very least did work for the Escaflowne movie, an episode of OG Panty & Stocking, and some from Lupin III Part 4. Definitely not all as notorious as this one. Whatever, weird ep, not a fan. I do like Kittan and his fam, and a couple nice shots.
