Eli's been trying to figure out how exactly to show this particular panel (and saving it for when they digitally draw it), because they didn't know how to present it.

Basically, I imagined that all of the other patrons in the BigBucks are undercover agents, and Ramirez and Donovan snapping their fingers gave them a signal to "close down the coffee shop for a cleaning", not only to show to Sam and Co. they are working for a legitimate agency, but also to ensure no one from the outside eavesdrops on their conversation.
