Garp is the pillar of anti-corruption and you'll see it at first glance. But somehow this LA Garp makes it seem skeptical. Koby is in the state of struggling with ideology and Garp is as much of a true marine as it can be. I'm sure they're trying to give you that vibe, but to new viewers, it can be misleading, you know,... the betrayal friend and the corruption higher-up kind of vibe.
