New tiers and schedule

2 New tiers have also been added with new rewards.
Tier 3(20$) Can put characters they want to see on vote. For more information/rules about this, read this document
Tier 2(10$) Can vote what characters they want to see from those that t3 patrons have proposed.
Characters can be proposed from 1 Aug until 16 Aug, after that I will put them on vote which will run from 16 Aug until 31 Aug. There is no voting in September as I'm still experimenting with this and I want to see how this first month goes before committing to anything long term.
