Otherwise I can’t see much point siding with the Citadel personally unless the offer of Spectre is on the table, since otherwise he’s gonna get dropped in a lab and “kept safe” from anything that could endanger the golden goose while helping the big 3 races maintain the status quo. Not a big fan of any of the main Citadel races’ approaches to the events that are coming, or their histories to be frank. Asari are kind of the epitome of “Stuck in their ways” and “I know better so listen to your elders” that ends up with things staying the same because that’s just how they’ve always been done and advancement is looked at with, at best, suspicion. The Turians are kinda just galactic bullies who refuse to give other races a fair shake and would rather subordinate them or crush them entirely to prevent threats to their military dominance. The Salarians have the black mark of the Genophage and the arrogance of again being a “I’m smarter than you so I know best” kind of race, to go with a morally questionable view of “the ends justify the means” as long as it works out for them. Not saying the other races are necessarily better inherently, but again, keeping those three as the major powers in the galaxy is what led to the near extinction of Sapient biological life, again.

Because the simple solution to starting his power base is to just hop over to Hagalaz and take over as the Shadow Broker. It fucks canon, since he’s the reason Tali is at the Citadel in ME:1, as well as a bunch of other knock on effects, but I can’t really say that’s a bad thing immediately. It would give Arthur a great base to start leveraging though, since his intelligence would lend itself well since it’s basically just an illegal version of what he’s doing in C-Sec. He’d have connections and resources since the Shadow Broker has always been the “Dread Pirate Roberts” type so no one will really notice the change, and he can start distributing his advancements and knowledge to those he deems in need, whether Alliance, Citadel or independent factions. Also, gives him good cover to start looking into things that others might want to stay hidden, like the Prothean/Reaper artifacts, the Genophage, Cerberus, the Geth, etc.
