It's basically an art show of the 1000+ episode long anime with beautiful music and editing It would be super cool if you guys reacted to that after finishing this Netflix series! Just a thought :)

It severely weakens the person making it impossible for them to stay afloat or do anything really, but Luffy could still technically stretch under water, he just wouldn't have the strength to do so himself. Someone could theoretically pull his arm while he's in sea water and it would still stretch
